Text anchor remains after clicking off

I am trying to  write in a box and everytime I try to, the anchor still remains. I am not in outline mode. But everytime I go to outline mode and type text then click off of it, the anchor disappears. Can someone please help me with this what I am doing wrong. I did receive a message from another expert stating the only time the anchor remains is if I am in outline mode, but mine does the opposite.
