Text Outline on the inside and out

When I use the type tool, type a text and add a stroke to it, I can't change the option to make the stroke go from the outside.
anyone know what wrong ?
I remmember that you can choose to apply a stroke on the outside of an editble text.

Remove the stroke.

In the Appearance panel, add a new stroke and drag the stroke item in the Appearance panrl below the characters and give it the desired stroke size.
