Texture on shapes?

I came across this image on Behance. The artist says they used Illustrator and Photoshop, but I don't know in what order or the details. I've been searching all over, trying to find tutorials on how to get shapes with this texture, and I can't find anything. Can anyone tell me how to make shapes in AI or PS with a rough texture around the outside?

You can make that with a Scatter brush such as this one:

Then also add film grain or the like.

I'm looking to be able to make the shape first using the shape tools (so I can ensure the lines are perfect) and then apply the texture after. I cannot figure out how to do that in either Illustrator or Photoshop.

That cannot be applied as a "texture". You have to create it and then apply the shape as a cliiping mask.
