why is the packaging tool not available in my Illustrator?

I have purchased the complete Adobe application pack, all the programs are up to date, and I don't have the packaging tool available in Illustrator, what do I need to do to activate it?

You need to first do a save as .ai on your computer before packaging.

Did you save your file??

And after saving, don't you see File > Package... ?

The file is stored in the Icloud. Changes are saved every 5 minutes.
Now I want to pack. I go to File > Package, it is not available
