Thin red & black lines around flyer artwork

I am trying to understand what these 2 lines (one black and one red) are around the artwork of a flyer template.

I am guessing one is a bleed line? However am confused as to what I'm doing here to resize this template for a 220 X 297 with 3mm bleed art requirement.

Thanks in advance for any help given.

Create an artboard of those dimensions, then set the bleed in File > Document Setup.

The artwork should be scaled so it extends to the bleed lines (or at least the background elements do).

Thanks Doug - appreicate the response.... which of those 2 is the bleed line? Black or Red?

Apologies, I should have said -- red is the bleed line, black is the artboard.
