Toggle for Scaling Strokes and Effectsz

I would love to see a keystroke or toggle for the "Scale Strokes and Effects" option. Currently I have to open preferences every time I want to change it. Im constantly turning it on and off, it would be great if it was easier....

It's also in the Properties panel when nothing is selected as well as in the Transform panel.

There you can record an action to turn it on and another action to turn it off. And you can assign shortcuts to those actions.
