Tools not accepting fill color or stroke

I'm having an issue with illustrator changing my stroke on every tool to no fill/ no stroke. I'm setting the stroke and fill of a tool, but illustrator defaults back to no stroke no fill. I'm having to create the path say with a marquee, pencil, blob brush and then go back into properties to change it to what I need. Any ideas? I've already restarted illustrator and reset preferences.

    You don't set that to the tool.

    One tool is fixed to specific kinds of appearances: the brush tool. It won't draw without a brush (any brush, not a specific one)

    The pencil tool can be made to always fill the path. Double click the tool to set the options.

    Everything else is based on either the default graphic style or the settings in the appearance panel (New Art has basic appearance).
