Tools often have the wrong icon

As noted… tools often have the wrong icon?

For example - I draw a square. As I move my cursor, possibly over a corner of the square, it becomes the rotate symbol - however, I can then draw another square while the cursor remains the rotate symbol.

Or, just navigating around before drawing the square, the cursor is the hand symbol.

Just noticed this today - I don’t think there was any update.

Not sure how to troubleshoot this… any suggestions?
