Transform window is scaling w & h proportions when they are not contsrained/locked. Is this a glitch?

The width and height are changing proportionately when not linked. Is this a glitch? Has anyone got a solution or had the sme issue?

It’s a known bug. The issue apparently doesn’t affect all users the same way. I’m only seeing the proportional scaling problem with rectangles. I can resize rectangles non-proportionately in the Shape panel.
