Transform without perspective distortion

The year was 2023, Photoshop learned how to draw anything with the help of AI, but did not learn how to transform without perspective distortion.

Does anyone know a solution to the problem? How to reduce the width of the top without distorting the perspective and without distorting the bottom?

And then Object > Envelope > Make with top object. The Free transform effect would also do it, but you cannot use it precisely
