Try to take best parts of images in two pdf to make one

I have two pdfs of a map of the same place. One the border is much better but lines are faint which I want to use (resolution is so-so). The second is very high resolution has great detail inside the borders. How to I bring the two elements together. I also want to add to the details. Help I am new to this.
