Trying to move top layer from one AI file to another file for many files...

Hi guys and gals, i need some help on this.

I researched some and tried some idea from aroun here but it doesnțt seem to work.

So basically i have some files (i mean hundreds), in folder A, ALL fles consisting of 3 layers, with the same names. The top layer has some art, while the other two layers contain disclaymer and background. These two layers are locked. The i have some other files (likewise, hundreds), with 3 layers, the top layer being empty and the other two layers being ANOTHER background and some text. These 2 layers are locked. What i need is a Java or VB script to take the artwork (top layer) from file located in folder A and put it as top layer into the empty layer in files from folder B. So i don not have to open each files and copy / paste manually. And do this for all files in folder A to all files in folder B. Any help would be appreciated if it can be done.
