UI Scaling Interface not working- Illustrator 2021 (v25.2) on Windows Surface Pro (windows 10)

Illustrator interface small on screen.  Recent issue.  Does not occure in photoshop or indesign.  UI scaling bar not an option.  Have switched between small and large UI scale settings, restarted, and even tried reintslling illstrator.  Also imported settings from another device where UI scaling is not an issue.  Still no luck.  See images below- Small icons, User Interface Settings, and Indesign interface for comparison.
