Unable to add sublayer

I'm trying to add a sub-layer under my +Mouth layer but its not working. Is there a maximun of sublayers I can add?

Most probably Mouth is not a sublayer, but a group.

lick on the circle to the right of it, then you will see to the left of the control panel.
