Unable to Align Stroke with my custom brush strokes

my custom strokes are forced to align to Center, and cannot be aligned to In/Outside

(both are greyed out as seen in image below)

Is there a way to change that?

Offset path should work fine on a closed shape. For open paths, I would build your brush like this:

So there's a no stroke/no fill rectangle double the height of the artwork.

Brushes are only center-aligned. Try Effect > Path > Offset Path to achieve the alignment you want.
