Unable to change cursor from cross-hair

When I open an AI file, the cursor remains a cross-hair with a prohibited sign (see attached figure).
How do I get back to the normal cursor?

You need to unlock the layer you want to work on and make sure that that layer is highlighted in the Layers panel.

Yes, it was that simple! With the precipitation, I didn't want to believe the evidence that the layer was blocked.
