Unable to place two points next to each other without snapping them onto each other in Ai 2019

When I am drawing in Illustrator 2019 and I want to point 2 points next to each other closely, the pen keeps snapping further from where i want to add the point. All of my "snap to" settings are off, I looked in Preferences, I don't see any thing there that might cause this. I can't figure out how to adjust the tolerance. This was never a problem in much earlier Adobe Illustrator programs. I simply can't put two points near each other. it's driving me nuts. Any recommendations would be appreciated.

If that doesn't help, please share the following information:

 

 

Please note that resetting preferences will remove all the custom settings and Illustrator will launch with default settings. You can also take a backup of the folders in case you want to. Location is mentioned in the article.
