Unable to resize with selection tool

After I installed the latest version of Illustrator, I am unable to use the selection tool to resize any object (figure, pictures, etc.). When I move my tool over the anchor point, all it is able to do is move the object.

Is this a known problem with the newest update, what can I do to fix it? Have my exams coming up soon and would like to have an illustrator that works properly.
