Understanding the Flare Tool's Longest Ray and Ring Settings in Illustrator

I was exploring the Flare Tool in Illustrator and noticed the 'Longest Ring' and 'Longest Ray' options in the dialog box. After experimenting several times, I realized that these settings aren’t 100% precise. Instead, they seem to act as parameters that Illustrator uses in a built-in random generation algorithm to create more natural and organic-looking rays and rings. If the tool used exact values, the flare would likely look too artificial. Did I understand this correctly?

The Flare tool is older than most of Illustrator's users. And probably even most of its current engineers. ALso: none of its engineers are discussing in this forum.
