Vector question

When tracing a black and white (etch) drawing, I want it to be a vector, transparant and be able to change its colour. Can someone tell me how to get rid of the white parts in the vector drawing? See attachment.

I need a 1 colour vector so I can change the colour. Every time I trace the image, white parts are left, and they also change colour and fill up parts that need to be transparant.
