Version 28 not responding on Windows

After the latest update to version 28.0 (64-bit) launching Illustrator is a 2+ minute wait, the title bar says "Not Responding" once it gets going it's OK. Saving even the smallest file will take 2-5 minutes with the title bar saying "Not Responding". Twice I was drawing a line or selecting items resulting in "not responding". 

 

I reboot several times a week. I've uninstalled Illustrator, keeping my preferences, and also without keeping my preferences.

 

Photoshop and XD are fine.

 

I'm on Windows 10 Enterprise build 19045.3570

      Thanks for responding, yes, the only piece of information I didn't list above was the version number, I have 22H2. The rest of the requirements are met.

       

      Illustrator has been running fine on this machine for years.

      How much RAM is installed? 8 or 16 GB? 

       

      Can you boot into Safe Mode and then try again?
