What is happening to Smart Guides?

Question

It has become almost impossible to snap objects to a guide using smart guides without scaling it. I have objects that are already at the correct size and I just need them to snap so I can align everything properly.

It's not working and it's so essential that this is seriously hindering my work.And yes, I do have them turned on - they happily snap to virtually everything except the guides despite only enabling Smart Guides and Snap to Point.

What is happening? Is this a bug in the newer versions?
