What is the meaning of Tints here?
When you are using Tint, Tints and Shades, Hue Shift mode ( explained in HInt (if you click on lamp) see capture). - this allow to change a color of new created brush. With eyedropper you can pick color only from preview panel. If you choose "None" you can't change a color of new created brush.
