What is this design element called?

I have seen this expanding radial element in many designs, but I don't know what is called so that I can search for a tutorial.  What is it, or better yet... kindly direct me a tutorial. Thanks.

You mean the Japanese Poster Sun in the Background?

Happens that I just made a tutorial about it. There are 2 follow ups to it that go into some details (better editability, options). https://www.youtube.com/watch?v=Vf3kMDzJK7I
