AI 29.4 on MBP M3 running Sequoisa.

When moving a guide, all edges on all artboards are highlighted as they were guides.

Sorry to hear you're experiencing an issue in Illustrator while moving the guide, and thanks for sharing the recording. Would you mind telling us if the issue is happening with all files or with a specific file? Could you please try the same in a new file and let us know if that helps?

Thanks for confirming. Would you mind trying to reset Illustrator's preferences as described in this article (https://adobe.ly/3G1xQT2) and checking if it helps?

 

Disclaimer: Please note that renaming preferences folders will remove all the custom settings, and Illustrator will launch with default settings. You can also save a backup of the folders, the location of which is mentioned above.
