Where is the Photoshop Effects group?

I'm sorry, I'm reposting because the previous post was incorrect. I am currently using Illustrator 2021 and I cannot find the blur effect in the Effect tab. The Photoshop Effects group has also disappeared.

@nak250 it should be right below it, they are not missing from the program. Instead, they are only available when an object is selected. If you try to access the Effect menu without an object selected, the options will appear greyed out or won't be visible.

You may have to reset your preferences. To do this, go to Illustrator > Preferences > General (on Mac) or Edit > Preferences > General (on Windows) and click the Reset Preferences button.
