There is a setting in Preferences > Selection & Anchor Display > Zoom to Selection.

That is selected by default.

 

How does the user focus the selection in a document using a keyboard shortcut.

Zoom out and then in again with that preset seslected? 

cmd+ and cmd- one after the other.
