Why AI does't use all available resources of my PC?

I use a powerful workstation (24 threats 32GB RAM 2x4TB discs) but AI works slow and just use a 5% of processor and a 40% of RAM and freezes.

Can you tell me if I can specify in the settings to use all available resources when it needs?

CC 2017 21.0.0 (64bits)

Windows Server 2012 but same in Windows 10 and OSX

And don't you think that in order to solve that, someone would need to know which version and which system it is?
