Why can't I drag layers to a different file?

so I want to drag or copy and paste a tree of empty layers to a new file.  Is this possible?  I've tried pastes remembers layers but it still not letting me move layers to another file.  I also can't drag groups of paths to a different file either.

You select and then copy the contents of layers from one file to another. The layers come along with the content. You can't copy of the contents of an empty layer.

Dragging and droppin objects is possible.

Are your files tabbed? In that case drag the object to the tab of the other file and wait until the file is focused. Then drop into the file.
