Why cant I see my new fonts in font panel unless I restart the adobe program??

Ever since a few weeks ago (possibly since I updated my mac to Montery) I cant see newly downloaded fonts in my font menu unless i restart my program. This is only happening with Adobe programs. I already made sure my fonts are saved in the correct place as in Library/fonts and Users/Library/Fonts , restarted my programs and computer made sure the fonts are not damaged and are the right format but nothing is helping. In my ten years of using adobe programs i never had this issue! Any ideas?? To clarify, i am using a mac and this is happening in both Illustrator and Photoshop.
