Why is my transform snapping? Things are unchecked

I can see its trying to snap to something, but nothings checked.

Smart guides isn't checked (see video). I was holding shift to maintain the ratio. I opened the file back up to double check and suddenly its not snapping anymore. I guess it was a temporary bug? x_x thanks though!

You have Smart guides turned on. Are you also pressing Shift?

Then this would be typical.
