It happens to me that always that I re-open a document in adobe illustrator my adobe fonts are missing, i have to manually deactivate all fonts in creative cloud to they appear again and is very annoying, frustrating and time consuming. Is it a bug? it happens to me very often.

From time to time I'll notice a certain type family I've synced from Adobe Fonts no longer appears in the font menu. Usually all I have to do is visit the Adobe Fonts site and check the fonts I've synced. Almost always the missing font(s) are still listed as being synced. All it takes is deactivating and reactiving the individual font file or type family. I've never had to deactivate all the fonts I've synced to get a specific type family to show up again in the font menu.

Just from the standpoint of keeping a font menu "clean," I try to limit how many type families I have synced via Adobe Fonts at any given time. If there is a type family in my list that I just haven't been using I'll deactivate it. It doesn't take much time to reactivate it if I need it later. I'm really happy that Adobe finally started adding Variable Fonts to sync. That can greatly cut down the number of fonts synced at one time. A single Variable Font file may do the same work as upwards of 100 static font files.

Is this happening on iPad or desktop?

And the issue is that you first have to deactivate them and then activate them again?
