Window > New Window does not update when original is worked on

Forgive me if I'm just not doing this right but I require a second view of my document open on my external monitor (I do this in Photoshop all the time - one close up, one zoomed out). I presumed the equivalent in Ai would be Window > New Window, and that does appear to open the same file in a second instance, but when I do anything on the original no changes whatsoever are seen on this other view.

Is this a bug, or has Illustrator literally just duplicated the file and this isn't how you view the same file in two windows at all?

I tested this on a Macintosh with Sierra OS and CC 2018 Illustrator using Window>New Window and every change I made in one window showed up instantly in the other one. What version of Illustrator and what OS are you using?

Latest Mac OS and up to date CC.

If I draw a shape it does replicate on the second window, however turning visibility on and off for layers does nothing, or worse causes visual glitches.

The second window is on an external monitor.
