Zoom in, zooms right back out when cursor is in artboard

I'm baffeled. I've upgraded, re-installed, switched mouses and re-started my computer.

When I zoom in, in Illustrator, it automatically zooms back out. It only holds the zoom if the cursor is on the other screen (not hovered over AI).

FIXED!!!! My computer was getting wrong communication between my mouse and keyboard USB plug-ins. I moved one to a different port and now it works!
