Shift button not constraining proportion in Illustrator.

I don't know why my setting keep changing after updates.  annoying.  Well i am having a problem scaling proportional with the shift button.  it will not keep the scale constraint.   Help!

    Use the Released version instead of the beta. Shift works in it.

      That is a Beta version problem, not a regular update.
