Artboard Tool group doesn't open unless tool is already selected

The "Artboard Tool" group doesn't open when you click and hold unless you already have the tool selected. I understand is not actually a tool group, but rather artboard presets, but it feels a little off that only that group doesn't open when you hold the click.
