Real hair effects simulation (Grooming as it's usually called) isn't currently properly possible through Substance 3D Sampler. Grooming for animals or human hairs is an entire profession and would require a very different approach from Substance Sampler than "traditional" texturing.
For simple meshes or not- hero assets, working with custom materials could work. You'll find several assets online that could serve as a strong base for a hair effect material.
