Substance 3D Sampler installation failure

Hi,

I installed Stager, Designer, and Painter successfully on my Windows desktop, but Sampler fails.

I get error 127, and I tried everything related to permission and folders access as suggested.

I can install Sampler on a different computer, but not on this one.

Only Sampler fails, consistently. Below is the log. I can see the installer creating the folders in \adobetemp and populating them with no problem. The space requirements in the log is 660MB, and I have tons of GBs available on C:.
