Question

What 's supposed to be better and more convenient in Sampler vs Painter?

Except  AI  normal map I mean.   Once AI  is done it looks like much more convenient to mix materials in Painter . More options with filters and ancors .   Painter works less clunky.  Cool brushes to tweak height blend   etc.     Am I missing something?

Wonder could I export AI layer as sbsar and use it in Painter?  Will it work?

Hi,

Substance 3D Sampler allows you to create and iterate on material collections by tweaking and mixing existing materials, or by extracting new materials from scans. It works better for creating generic material. Where Substance 3D Painter is a 3D painting software allowing you to texture and render your 3D meshes. So they complement each other (with Substance 3D Designer).
With the "send to" feature (available only with Adobe subscription) you can easily send your material from one to another.

Yes you can export the material at any stage to an sbsar ( note that it will not export the parameters).

If you want to go deeper with 3D Sampler, here's the link to the documentation: https://substance3d.adobe.com/documentation/spdoc/getting-started-21266434.html

Thank you
