26.9 Artboards are a mess

Using artboards in 26.9 is messed up. When i duplicate files to a specific artboard it drops the layers in random artboards spread aaround, its a disaster. I can't drag between different artboards, it does the same thing.

correction to my last comment: if I add the layers from one artboard and put them into a group, and move that group to another artboard, they stay organized there. If I then drag them out of that GROUP within that same artboard, they spread all over the place. makes no sense.
