Action does not record Export to PNG

I am trying to record an action that converts an open .webp image to PNG as a batch command.

I tried recording "Quick Export ot PNG" and "Export As", selecting PNG. Neither of these actiosn were recorded. When I run the resulting action from File-->Automate--> batch, all the images on the folder I sleect open, and then close immediately. Nothing is saved as PNG.
