adjustment layer added when using brush
When using the brush tool, PS beta release 25.9 automatically adds a brightness/contrast adjustment layer. I can't use the brush tool on the layer I want.

Sounds like you have the Adjustment Brush Tool selected instead of the Brush Tool.
