Beta app option not showing in Creative Cloud, so no PS Beta

There is no Beta apps option in the menu bar of Creative Cloud app, Windows 11, Sept 2025 version of Creative Cloud. Pre-release option only shows Illustrator. I tried deleting the file(s) in AppData>Roaming>Adobe>OOBE. I tried going through my browser to the Adobe Beta App direct-download location - it opened Creative Cloud and returned an error window "There was a problem installing Photoshop (Beta) - Photoshop (Beta) is not yet available for your device."
