can't change brushes with clone stamp tool in Photoshop beta

I just started using Photoshop beta. When I use the clone stamp tool, if I try to select a different brush it changes tools. Does anyone know how to get the clone stamp to use other brushes? I never had this problem with the other versions of Photoshop. I'm on a 64 bit PC with Windows 11
