Cannot write a new Action.
Cannnot write a new Action...and cannot access Classic panel. the hamburger menu at the top of the panel only shows List large or small.

It sounds like the dropdown you're looking at is for the view options, you'll want to access the panel flyout menu at the top right to switch to Classic view --
