Contextual Task Bar Won't Stay Pinned

My Contextual Task Bar will not stay pinned where I put it. This isn't a problem I've had in the past. I try to pin it on the right and it keeps jumping to the left. I don't like having it on the left as then my mouse drifts down and makes all my windows task bar icons pop up over where I'm typing.

It is behaving differently according to the selected layer and is showing a slight movement as you select different layers.  If no layers are selected, it is disappearing completely.  It does this in the Release version, but it is a tiny bit eratic in 26.5 m.3003 beta

Now, not only will the contextual task bar not stay pinned, it is going all the way over across the left tools panel. It used to go to the middle of the work area and now it goes all the way left as far as it can go and there's nothing I can do about it. I like using it, but I need the bar on the right side where my mouse does not drag over all the icons in the task bar and cause a bunch of pop up windows to interefere with my work. Certainly this non pinning issue is bothering other people, right? It's been a month and nothing has changed on this.

Now the contextual task bar is jumping half way off the screen on the vertical tools bar side and I have to turn it off and back on to get it placed back into the window.
