Crash when opening avif file

I'm getting the crash error - Sorry an error occured - as below when opening an avif file.
PS version: 25.3.0
OS: Windows 11

Steps
1. Go to File Open... 
2. Browse on my computer and select the avif file.

Result -
The Camera Raw 16.01 window opens with the image showing.
After a second or so, the window below pops up.
I reset my preferences and it still occurs.
