Are you saying the other layers get deleted? Or that they get cropped?

 

Cropping affects the entire document, not just one layer. If you want to simulate a "crop" on a layer, you need to mask (or delete) the part you don't want.

 

I'm not sure what your question is, so please clarify for us.

Layers created when you use Generative Fill already have a layer mask that fits to the extremities of the new content, but you can still add to the mask painting with black to further hide more of the Generative Fill layer. Alternatively, you can right click the layer and make it a Smart Object.  You can then add a layer mask to the Smart Object and hide unwanted areas by painting in the mask with black.  This will reveal that same area in the original layer before Generative Fill was used.
