It now displays Ratio mode (the tool will crop to a ratio, without resizing) but clicking on the drop-down reveals that it is actually set to h x w x res mode, and will resize.
This has been a fault for many versions of Photoshop.
Hi @Takeapunt thanks for the post. Could share a workflow, open file, select (tool name), then.... ? We need to make sure we can reproduce this issue and are not quit clear on what you are seeing. Also, a video of your workflow would be very helpful.
You mention that this has been a fault for many versions... do you have an idea when you first noticed this? Do you see the same thing in Ps beta and Ps release version... or is this just a Ps Beta one?
In the meantime:
1. Try resetting Prefs for the Beta: /Users/yourname/Library/Preferences/ Photoshop Beta Settings (Mac Ventura) /Users/yourname/Library/Preferences/Adobe\ Photoshop\ \(Beta\)\ Settings (Mac)
Launch BETA Photoshop While Pressing The Keyboard Shortcut With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would. https://helpx.adobe.com/photoshop/using/preferences.html#Manually
2. It may help if we could see your Photoshop beta System Info. Launch Photoshop beta, and select Help >System Info...and copy/paste the text in a reply.
