ctrl-alt-shift drag layer from 1 file to another not working with J tools

I use this a lot: I drag a (adjustment-) layer from 1 file to another and this way it will be positioned excactly the same as in the source file. With any J tool, it doesn't work. I have to switch to brush. And by the way: remove the auto-select from the move tool. Sometimes there is just a few pixels in a layer and then auto-select is REALLY annoying.

On the issue of auto-select on the move tool, are you able to uncheck this in the top bar?

Try resetting Prefs for the Beta:

/Users/yourname/Library/Preferences/ Photoshop Beta Settings (Mac Ventura)

/Users/yourname/Library/Preferences/Adobe\ Photoshop\ \(Beta\)\ Settings (Mac)
C:\Users\user name\AppData\Roaming\Adobe\Adobe Photoshop (Beta)\Adobe Photoshop (Beta) Settings )Win)

Launch BETA Photoshop While Pressing The Keyboard Shortcut

With Photoshop closed, press and hold Shift+Ctrl+Alt (Win) / Shift+Command+Option (Mac) on your keyboard and then Launch Photoshop the way you normally would.

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.
